Analyzer hang via unbounded empty SANE loop

An infinite loop in Wireshark 4.4.0 through 4.4.14 and 4.6.0 through 4.6.4 allows local users to hang packet analysis. In packet-sane.c, dissect_control_option_value() accepts an unrecognized value_type and iterates to an attacker-controlled array_length while executing no loop-body branch. Triggering the hang requires Wireshark or TShark to dissect a crafted SANE control-option request or response, consuming one CPU core and interrupting that analysis process.
