Unauthorized passkey removal via missing role check

Missing authorization in AdminResetPasskey in QuantumNous New API before 1.0.0-rc.7 allows remote authenticated users to remove passkeys. The DELETE /api/user/:id/reset_passkey handler in controller/passkey.go performs passkey lookup and deletion without the canManageTargetRole check that comparable privileged-account endpoints use, so a lower-privileged administrator can act on same-level or higher-privileged accounts. Exploitation requires administrator access and a target account with a configured passkey; the result is integrity-only weakening of the target account's authentication boundary, including for root accounts.
