Memory corruption via NVDEC decoder double-free

Double-free in FFmpeg 4.4 through 8.1.2 allows context-dependent attackers to corrupt memory via a crafted video decoded with NVIDIA NVDEC. When no decoder surfaces remain, ff_nvdec_start_frame_sep_ref calls nvdec_fdd_priv_free on frame decode data that the caller later frees again. Reachability requires an NVIDIA GPU, an NVDEC-enabled build, hardware-accelerated decoding, and user interaction with attacker-controlled media.
