SYSTEM command execution via writable OpenSSL config path

Local privilege escalation in Rapid7 Insight Agent before 4.1.0.2 allows local users to execute commands as Windows SYSTEM. At service startup, the privileged agent loads an OpenSSL configuration file from a nonexistent path writable by standard users, so a planted openssl.cnf can invoke attacker-chosen commands. Exploitation requires local access and a service start in a non-FIPS installation; successful exploitation grants full SYSTEM control of the host.
