Authenticated type DDL denial via missing USAGE checks

Missing authorization in PostgreSQL core server allows remote authenticated users to block ALTER and DROP operations on another role's type. CREATE TYPE AS RANGE, ALTER TABLE OF, and stored-expression creation omit the type USAGE privilege check, allowing unauthorized dependencies. The attacker needs permission to create temporary objects or objects in at least one schema; the dependency prevents the type owner from changing or dropping the type.
