Unauthenticated privilege escalation via nonempty signature acceptance

Signature verification bypass in Network-AI before 5.13.4 allows remote attackers to obtain signed permission-grant tokens. APSAdapter.verifyDelegation accepts any nonempty signature when default local mode lacks a custom verifier, then maps attacker-selected scopes into AuthGuardian resources. Network access to the host application's agent RPC interface is required; the forged trust mapping can authorize sensitive resources including SHELL_EXEC.
