Kernel-memory disclosure and panic via uninitialized extack

Access of uninitialized memory in Linux kernel nexthop handling allows local users to read kernel memory or panic the host. nh_res_bucket_migrate() passes an uninitialized netlink_ext_ack through a notifier failure, then pr_err_ratelimited() treats its stale _msg pointer as a string. Reachability requires local rtnetlink access, a resilient nexthop group, a registered notifier, CONFIG_INIT_STACK_NONE, and a failed allocation; the bounded effects are kernel-log disclosure and a host panic.
