Local access to dangerous QAT operations

Exposed dangerous functionality in the Linux kernel QAT driver allows local users to invoke undocumented device-management IOCTLs. The qat_adf_ctl character device accepts configuration, start, stop, status, and enumeration requests that have no public uAPI or known legitimate users. Access to the local character device is required; upstream material identifies increased attack surface but does not disclose a concrete exploit path.
