Local resource exhaustion via missing completion call

Improper cleanup in the Linux Kernel allows local users to exhaust system resources through ethtool timestamp queries. After ethnl_ops_begin() succeeds, tsconfig_prepare_data() returns from a later error without calling ethnl_ops_complete(), leaving the driver completion hook unbalanced. Reachability requires local access, a network device that supports hardware timestamp retrieval, and a query that reaches the failing path; repeated requests can deplete resources and interrupt service.
