Device availability disruption via unbalanced runtime PM

Availability flaw in Linux Kernel allows local users with administrative privileges to disrupt VFIO PCI device power management. The vfio-pci driver retains disable_idle_d3 in module-global state, so module reloads can change its value for already-bound variant devices and unbalance refcounted runtime-PM get and put operations. Exploitation requires privileged local access to alter module state; the resulting impact is limited to reduced availability of affected VFIO PCI devices.
