Local denial of service via VFIO state loop

Infinite loop in Linux Kernel VFIO migration handling allows local users to hang or panic hosts through a blocked state transition. vfio_mig_get_next_state() keeps indexing the ERROR sentinel in vfio_from_fsm_table[] instead of terminating its optional-state skip loop. Reachability requires a precopy-capable VFIO device and a blocked STOP_COPY transition; the bounded consequence is host unavailability.
