Local teardown delay via stale exit state

Denial of service in affected Linux Kernel releases allows local users to delay io_uring shutdown by closing a ring with linked slow work. io_worker_handle_work() snapshots IO_WQ_BIT_EXIT once for an entire linked-work chain, so later items reuse stale do_kill=false and bypass IO_WQ_WORK_CANCEL after exit begins. The user must start a slow linked item before exit begins; remaining work continues and prolongs ring teardown rather than crashing or corrupting the system.
