Port reception loss via stale throttle state

Availability failure in the Linux Kernel digi_acceleport USB serial driver allows attackers to stop port reception. When a throttled port is closed, digi_close leaves the restart state set, and digi_open fails to clear the throttle flags or resubmit the read URB. The condition requires access to close and reopen a throttled Digi AccelePort port; reception remains blocked until device reconnection or driver rebinding.
