Host crash via needless SNP initialization

Denial of service in Linux Kernel 6.12.75 through 6.12.95 and 6.16 allows local users to crash the host through SEV ioctls. The ccp driver's sev_move_to_init_state() needlessly initializes SNP for firmware-only SEV ioctls, allowing shutdown to clear MSR_VM_HSAVE_PA. A userspace process with access to /dev/sev can trigger the path after SEV initialization fails while KVM runs normal virtual machines, causing the next VMRUN to raise a general-protection fault and crash the host.
