Host crash via unintended SNP initialization

Denial of service in Linux Kernel 6.12.75 through 6.12.95 and 6.16 allows local users to crash AMD SEV hosts via /dev/sev ioctls. The sev_ioctl_do_snp_vlek_load function initializes and shuts down SNP when SNP was not initialized, and a failed initialization can clear MSR_VM_HSAVE_PA before the next VMRUN. Reachability requires local /dev/sev access while KVM runs guests on an AMD SEV host; the bounded consequence is a host crash that interrupts those guests.
