Host crash via repeated SNP initialization

Denial of service in Linux Kernel 6.12.75 through 6.12.96 and 6.16 allows local users to crash AMD SEV hosts via /dev/sev ioctls. After SEV initialization has failed, SNP_CONFIG can retry SNP initialization and clear MSR_VM_HSAVE_PA while KVM is running active virtual machines. The next VMRUN raises a general-protection fault and crashes the host; reaching the path requires access to /dev/sev and the failed-initialization state.
