Reboot hang via unreported parked CPUs

Deadlock in the LoongArch shutdown path in Linux Kernel allows local users to hang a reboot or shutdown on affected branches. The stop_this_cpu() path marks secondary CPUs offline for the scheduler but does not report them dead to RCU, so synchronize_rcu() waits forever. Triggering requires local access and an irq_work_sync() after smp_send_stop() on a LoongArch system where arch_irq_work_has_interrupt() is false.
