Host disclosure and interruption via oversized ITS scan

Improper bounds validation in Linux Kernel KVM for arm64 allows local users to disclose host data and interrupt service via restored ITS state. vgic_its_restore_dte() accepts a restored Device Table Entry with excessive EventID bits and passes the unchecked value into an oversized scan_its_table() range. Reachability requires local userspace control of KVM device-state restoration on an arm64 host; the scan can cross the guest boundary and expose memory or exhaust host resources.
