Resource leak via missing vGIC failure cleanup

A cleanup flaw in the Linux Kernel arm64 KVM vGIC allows attackers to retain private IRQ allocations after failed vCPU creation. The kvm_vgic_vcpu_init() error path in kvm_arch_vcpu_create() omits kvm_vgic_vcpu_destroy(), leaving private IRQs allocated when redistributor iodev registration fails. Reachability requires arm64 KVM and that registration failure; published sources do not identify a further security consequence.
