Netdevice hang via ovpn peer-add race

Race condition in Linux Kernel 6.16 allows local users to hang an ovpn netdevice by racing peer creation with interface deletion. ovpn_dellink() frees existing peers and queues deregistration, but a concurrent CMD_PEER_NEW request in ovpn_peer_add() reacquires a netdevice reference after that cleanup. Triggering requires local netlink control of an ovpn interface; the retained reference prevents device unregistration rather than crashing or rebooting the host.
