Blind TCP injection via stale per-CPU ISN

Predictable TCP ISNs in Linux Kernel 6.10 through 6.18.33 and 6.19 through 7.0.10 allow remote attackers to inject TCP data. Packet-drop paths leave a TIME_WAIT-derived tcp_tw_isn value in per-CPU storage, and tcp_conn_request reuses it for the next SYN on that CPU. Exploitation requires steering the trigger packet and subsequent SYN to the same CPU; successful prediction supports blind session injection.
