Network disruption via unbalanced ethtool cleanup

Incomplete cleanup in Linux Kernel 6.11 through 6.18.34 and 7.0 through 7.0.11 allows local users to disrupt network operations. In net/ethtool/module.c, a module-flash validation failure after ethnl_ops_begin() skips ethnl_ops_complete(), leaving the operation lifecycle unbalanced. Reachability requires local access and a transceiver firmware-flash request that reaches the validation error path; the published impact is availability only.
