Privileged system crash via invalid error pointer

Improper error handling in Linux Kernel 6.14 through 6.18.34 and 6.19 through 7.0.11 allows local users with CAP_NET_ADMIN to crash the kernel. In net/ethtool/tsinfo.c, ethnl_tsinfo_prepare_dump() can return an ERR_PTR before starting a generic netlink message, yet the error path passes it to genlmsg_cancel(). The request requires CAP_NET_ADMIN; successful triggering interrupts the system without granting code execution or elevated privileges.
