Cross-namespace IPsec disclosure via init_net multicast

Information disclosure in affected Linux Kernel releases allows local users to read cross-namespace IPsec migration data via XFRM. xfrm_send_migrate() and pfkey_send_migrate() hardcode init_net when multicasting successful migration notices, sending selectors and endpoint addresses to the host namespace instead of the caller's namespace. CAP_NET_ADMIN is required to trigger or subscribe, and the same routing error prevents a non-init namespace's IKE daemon from receiving its own notice, disrupting MOBIKE address updates without crashing the kernel.
