Local video-processing interruption via unsupported user fences

Improper input validation in Linux Kernel 5.19 and later allows local users to interrupt AMDGPU VCN video processing via crafted command submissions. The VCN v4.0 encoder ring fails to set no_user_fence, so command submission accepts a 64-bit user fence that the VCN encoder and decoder rings cannot write. Low-privilege local access to an AMD VCN 4.0 device is required; the unsupported fence causes command submissions to be rejected, interrupting video encoding or decoding.
