Authenticated subscription disruption via missing ownership check

Missing authorization in SurrealDB before 3.1.0 allows remote authenticated users to terminate other users' live query subscriptions. The KILL implementation in core/src/expr/statements/kill.rs deletes the resolved live-query entry after checking database access but never compares the requester with the query owner. Exploitation requires database-level access and knowledge of the randomly generated target UUID; the bounded consequence is silent interruption of that subscription.
