Server crash via malformed RPC use call

Denial of service in the RPC use handler in SurrealDB before 3.1.0 allows remote attackers to crash the server via WebSocket. The handler calls expect when a use message sets db without a namespace, and the abort-on-panic build terminates the process. The method is available to guest callers by default before sign-in, so one message can interrupt the entire database service.
