Owner-level internal probing via unchecked JWKS resolution

Server-side request forgery in SurrealDB before 3.2.0 allows remote authenticated users to probe internal hosts through JWKS fetches. The check_capabilities_url path in core/src/iam/jwks.rs validates the URL host string but lets reqwest resolve and fetch addresses without rechecking them. Database-level or higher Owner access is required; responses remain unreadable, but timing and JWKS parse results disclose host and port liveness.
