Cross-tenant API access via unchecked session scope

Authorization bypass in SurrealDB before 3.2.0 allows remote authenticated users to access other tenants' custom API endpoints. The /api/{namespace}/{database}/{endpoint} route and api::invoke() replace the caller's session scope from URL, header, or USE values before resolving an endpoint, without verifying that the authenticated scope covers the target. Valid credentials for any namespace or database are required; a Viewer can read endpoint-returned data or trigger handler writes and side effects, while single-tenant deployments are unaffected.
