Protected page manipulation via unchecked destination move

Missing authorization in ApostropheCMS before 4.32.0 allows remote authenticated users to move pages into restricted subtrees. The page move() guard applies the destination parent's _create check only when oldParent is the archive, so ordinary moves accept attacker-controlled _targetId and _position values. An editor or contributor who controls one page can cross a configured role boundary, relocate that page, and make nudgeNewPeers() re-rank protected siblings.
