Workflow approval via non-POST endpoint

CSRF in Frappe Framework 16.31.0 and earlier allows remote attackers to approve workflow actions via an authenticated victim browser. The whitelisted frappe.model.workflow.bulk_workflow_approval endpoint in frappe/model/workflow.py performs a state-changing approval action even when reached with safe HTTP methods because its decorator did not restrict requests to POST. Exploitation requires a signed-in victim to load attacker-controlled content, and the resulting impact is unauthorized workflow-state changes with the victim's existing privileges.
