Host root execution via unchecked cross-project move

Missing authorization in Canonical LXD 5.0.0 through 5.0.7, 5.21.0 through 5.21.5, or 6.0 through 6.9 lets remote authenticated users gain host root. instancePostMigration copies source configuration and devices into the target project without calling its creation or update restriction checks. Access requires can_create_instances in the restricted project and a dangerous instance in an unrestricted project; starting the moved instance executes carried hooks as host root.
