Host escape via pre-merge project restriction check

Authorization bypass in Canonical LXD 5.0.0 through 5.0.7 and 5.21.0 through 5.21.5 allows remote authenticated users to escape project restrictions. AllowInstanceCreation checks the target project before createFromCopy merges source settings, so privileged and raw configuration keys evade validation. Exploitation requires permission to view a dangerous source instance and create an instance in the restricted project, after which starting the copied container grants host access.
