Cross-session diagnostics disclosure via missing role checks

Missing authorization in Eclipse Milo 0.6.0 through 1.1.4 allows remote attackers to access OPC UA server security diagnostics. Session security diagnostics nodes and the diagnostics-enabled flag apply access restrictions but omit role-permission checks, so any session can enable diagnostics and read other sessions' security data. Anonymous access can enable diagnostics over a None/None endpoint, while cross-session reads require a trusted client certificate over SignAndEncrypt and expose usernames, login history, authentication methods, policies, modes, and public certificates.
