Runner command execution via interpolated PR title

OS command injection in Logto 1.40.1 allows remote attackers to execute arbitrary commands on a GitHub Actions runner via a pull request title. The Commitlint workflow inserts github.event.pull_request.title directly into a single-quoted inline echo command, so an embedded quote ends the string and appended shell syntax runs on the GitHub Actions runner. A pull request must trigger the workflow; execution is confined to an ephemeral runner with a read-only token and no repository secrets, but injected commands can alter or disrupt that workflow run.
