Account takeover via unscoped identifier deletion

Improper authorization in Dendrite 0.13.8 and earlier allows remote authenticated users to delete other users' email or MSISDN bindings. Forget3PID discards the authenticated device identity and deletes the database row selected only by the attacker-controlled address and medium. Any local account can remove a victim's recovery binding and rebind that address through an identity server to hijack password reset.
