Unauthenticated administrative takeover via token-minting endpoint

Missing authentication in Grafana OnCall OSS 1.16.11 and earlier allows remote attackers to take over an organization through the install API. InstallV2View clears its authentication and permission classes, accepts public default organization identifiers, and returns a newly provisioned PluginAuthToken. Any remote attacker who can reach the self-hosted engine port can gain administrative API access, alter organization data, create Admin users, and revoke the legitimate plugin token.
