Local privilege escalation via diagnostics IPC fallback

Privilege escalation in Microsoft .NET before 8.0.30, 9.0.19, and 10.0.11 allows local users to gain higher privileges via diagnostics IPC. In the diagnostics IPC socket transport, ipc_transport_get_default_name and the address-allocation path do not treat name-generation failure or snprintf truncation as fatal and can proceed with an empty sun_path value before bind. On Linux, that failure path can expose the channel through an abstract Unix domain socket without filesystem ACL protection; low-privileged local access is required, and Microsoft also lists affected Visual Studio 2022 17.14 and Visual Studio 2026 builds.
