Super-admin takeover via missing super-target check

Privilege escalation in Grav API Plugin before 1.0.6 allows remote authenticated users to gain super-administrator access via API calls. UsersController::createApiKey(), generate2fa(), and disable2fa() accept a route-selected username but omit the accessGrantsSuper()-based guard that sibling user mutation endpoints use, so a non-super account with api.users.write can act on a super-admin target. Reachability is limited to authenticated user managers, but successful exploitation can mint a persistent super-admin API key and can also rotate or disable the target account's two-factor authentication.
