Improper access control in Oracle HRMS (US) 12.2.3 through 12.2.15 allows remote authenticated users to read and modify payroll data via HTTP. The flaw resides in the US Payroll Year End component, but Oracle has not published the affected request, handler, or incorrect authorization operation. A low-privileged application account and network access to the HTTP interface are required; exploitation exposes all accessible HRMS data and permits some updates, inserts, or deletions.
