Improper access control in Siebel Cloud Manager in Oracle Siebel CRM Cloud Applications 22.3 through 26.6 allows local users to take over the application. Oracle has disclosed only that the flaw is in Siebel Cloud Manager and has not published the affected function or the access-control operation that mishandles low-privilege local input. Exploitation requires logon to the host or infrastructure where the product runs, and Oracle rates the resulting impact as complete compromise of confidentiality, integrity, and availability within the application.
