Unauthenticated file access via omitted SFTP handler

Missing authentication in goshs 2.1.3 allows remote attackers to read, write, delete, or rename files through SFTP. In sftpserver/sftpserver.go, an AND condition installs the password handler only when both credential fields are nonempty, leaving it unset when the password is empty. The bypass requires SFTP mode with basic authentication set to a username and empty password and no public-key file, after which the server accepts unauthenticated sessions.
