Privilege expansion via unenforced API key scopes

Authorization bypass in the Grav API plugin before 1.0.6 allows remote authenticated users to exceed an API key's declared scopes. ApiKeyAuthenticator.authenticate() validates the key and returns its owning user's complete account object without reading the stored scopes array, so controller ACL checks apply the owner's full permissions. Possession of a restricted key is required, and resulting access is limited to the write, delete, administrative, and secret-reading operations allowed to that key's owner.
