Service interruption via ICON decoder memory leak

Memory leakage in the ICON decoder in ImageMagick before 7.1.2-26 and 6.9.13-51 allows remote attackers to exhaust memory. On an allocation-failure path, the decoder fails to release previously allocated memory while processing a crafted ICON file. No privileges or user interaction are required, but exploitation requires processing that drives an allocation failure; the bounded consequence is service interruption through memory exhaustion.
