Resource exhaustion via failed JNG blob open

Memory leakage in the JNG encoder in ImageMagick before 7.1.2-26 allows local users to exhaust memory through failed blob operations. The encoder leaves memory allocated on the error path after its attempt to open the output blob fails. Repeated local invocation with malformed JNG input is required to accumulate leaked memory and degrade availability; no data disclosure or modification is reported.
