Unauthorized file writes via unchecked delegate destination

Policy bypass in ImageMagick 7 before 7.1.2-26 or ImageMagick 6 before 6.9.13-51 allows local users to write files to policy-disallowed paths. The APNG/video output path reaches CopyDelegateFile, which copied delegate output to the requested destination without checking WritePolicyRights. Exploitation requires low-privileged local execution and a restrictive policy; it permits file creation or replacement only where operating-system permissions also allow it.
