Cluster-secret disclosure via deny-rule permission misclassification

Incorrect authorization in Wazuh Manager 4.14.0 through 4.14.6 allows remote authenticated users to read the cluster secret. The mask_sensitive_config decorator disables masking when _has_update_permissions finds any update-config rule, without checking its allow or deny effect. Exploitation requires API read access and an explicit update-config deny rule; success exposes the key used for cluster peer authentication.
