Cross-tenant tool execution via unchecked workflow references

Incorrect authorization in FastGPT 4.14.17 through 4.14.23 and 4.15.0-beta3 allows remote authenticated users to execute private HTTP tools. The workflow save path accepts a crafted combined tool identifier without checking access to its parent toolset, and runtime trusts that persisted reference. Exploitation requires a normal account, workflow privileges, and a valid private tool identifier; it exposes tool output and invokes the configured capability.
