Arbitrary file overwrite via restore path traversal

Path traversal in vmrestore in VictoriaMetrics before 1.122.25, 1.136.12, and 1.146.0 allows attackers to overwrite files via crafted backup names. In lib/backup/actions/restore.go, vmrestore accepted backup part paths without verifying that the resolved destination stayed under -storageDataPath, and lib/backup/fslocal/fslocal.go then opened that path for direct writes. Exploitation requires attackers who can supply or modify the S3, GCS, Azure Blob Storage, or similar backup source and an operator to restore from it; the result is file creation or overwrite within the vmrestore process's filesystem permissions.
