Node-wide service interruption via unbounded SFTP writes

Uncontrolled resource consumption in Pterodactyl Wings 1.13.2 and earlier allows remote authenticated users to exhaust a host disk via SFTP. Filewrite checks only stale cached usage when opening a handle, then returns a raw WriterAt that performs no per-write quota check or accounting. Any tenant with SFTP write access to one quota-limited server can fill the node disk, interrupting every hosted server and Wings operations.
